Net-zero failures rarely happen in design. They happen in commissioning, controls programming, and the operations handover that nobody owns. A building whose energy model predicts an EUI of 25 will routinely operate at 38 in year one — and the gap is closed by discipline, not by a better model.
Owner-side PM closes the loop by owning the carbon roadmap from concept through post-occupancy. Three concrete moves account for most of the gap: Cx that is functional and witnessed (not document-checked), controls programming that's tested against the design intent narrative, and a 12-month POE program with quarterly performance reviews and a written remediation budget.
The right time to contract Cx and POE is at schematic design. Cx contracted after construction documents is too late to influence the design choices that determine operability. POE contracted after substantial completion is too late to influence the FM handover.
Embodied carbon is the next frontier. Operational carbon is becoming a solved problem for owners willing to spend on PV + storage + electric heating; embodied carbon — the carbon in the concrete, steel, and finishes — is where the marginal ESG dollar moves the needle. Owner-side PM specifies materials with EPDs, requires substitution justification, and tracks embodied carbon in the same dashboard as cost and schedule.
The case for a written carbon roadmap is operational, not philosophical. Without a roadmap, every value-engineering session is a negotiation; with one, the team makes substitutions inside a guardrail. The roadmap should specify operational EUI targets, scope-1/2/3 emissions caps, and the verification cadence post-occupancy.
Disclosure is closing the optionality window. With SEC climate disclosure and equivalent EU/UK regimes now in force, owners' asset-level carbon outcomes are becoming a balance-sheet conversation. The buildings that have a credible operational performance record will refinance, transact, and lease more easily. The ones that don't will discount.
Practical first steps for an owner without a net-zero program today: contract a Cx authority at SD, write a 1-page carbon roadmap with three targets, instrument the building's MEP at a sensor density that supports M&V, and budget for a POE program in the FM handover.
